Happy New Year? Oh no, it's Part L again!
Just when we all thought it was safe to crawl back under our rocks, Part L appears to have reared its ugly head again. The Office of the Deputy Prime Minister (ODPM) has produced a 25 page document which appears to flag up the very real possibility of the government trying to shoehorn further legislation - at the very least to bring England in line with Scotland at a U value of 1.8 - by 2005 (next year!!). Each year, the UK glass industry uses about £130m of energy, 70% of which is used to melt and refine the glass. In turn, secondary glass manipulators use further energy to process formed glass. Several industry figures agree with this interpretation, not least Paul Jervis of the British Plastics Federation (BPF), who in his November edition of Look Out! questioned the industry's readiness to adapt to another round of changes when the dust has only just settled on the last one. Likewise, industry guru Mike Rigby has stated in the latest Edgetech newsletter ('On The Edge') his interpretation of the Rt Hon Mr Prescott's document, again pointing towards a 1.8 U value and an implementation date of 2005.

In the same vein, a letter we publish this week from Nick Dutton quotes from the ODPM document: 'It says that '1.8 U value should be the starting point for the standard for reasonable provision for new dwellings for 2005' and continues 'We propose that the improved standard would apply to new building work immediately following the implementation date'.

Tony HigginHowever, it appears that Synseal went a step too far in featuring this 'conjecture' in recent advertising, about which the Advertising Standards Authority (ASA) received complaints - which were upheld - from no fewer than five other systems companies. Maybe the moral of the story is that those who live in glass houses shouldn't be the first to try to profit from industry intelligence (surely 'shouldn't throw stones...').

In 1999 contractor Alan S Beardmore Ltd was responsible for building an octagon shaped block of apartments in Sneyd Green, Stoke-on-Trent. Three and a half years later the company is building a similar block next door with plans for a third block underway. Each block contains 11 apartments with a price range between £65,000 and £95,000.
